Is it possible to make a plugin which is capable of identifying reasons for client disconnects?

Eg - Player Joins, they are disallowed to enter, because of hak packs being missing.

I know that the message is received at least client side, but if there is some sort of packet that is sent from the server to the client, then perhaps a plugin could hook, or at least identify this.

The purpose, I guess, would be so server admins could get some more descriptive reasons for why players are not completing the login process.

Eg being able to write server messages saying
"ClientName has left the game: Incorrect Haks" etc.

The protocol has no provision for the client to specify to the server why it is disconnecting. The best you'd be able to do is guess that if someone disconnects right after Module.Info was sent, that they were missing a .hak.
